On September 30, 2021, the Milli Majlis of the Republic of Azerbaijan introduced some amendments to the “Customs Tariff” law.  Pursuant to the amendment all imports effected for purposes of carrying out activities in industrial parks are exempt from customs duties for a period of 10 years from 1st of May 2016, whereas the previous exemption extended to 5 years.  In other words, the exemption from the customs duties is currently available until 1st of May 2026. The exemption covers all goods that are imported for purposes of carrying out the said activities on the basis of confirmation of the Ministry of Economy.

30 sentyabr 2021-ci il tarixində Azərbaycan Respublikasının Milli Məclisi “Gömrük tarifi haqqında” Qanuna dəyişikliklər qəbul etdi. Belə ki, dəyişikliklərə əsasən sənaye parklarında həyata keçirilən bütün idxal əməliyyatları 1 may 2016-cı il tarixindən etibarən 10 il müddətində gömrük rüsumlarından azaddır. Qeyd edək ki, sonuncu gömrük azadolması 5 il müddətini əhatə edirdi. Digər sözlə, gömrük rüsumlarından azadolma hal-hazırda mövcuddur və 2026-cı il mayın 1-dək qüvvədədir. Gömrük azadolması İqtisadiyyat Nazirliyinin təsdiqedici sənədi əsasında idxal edilən göstərilən fəaliyyətləri həyata keçirmək üçün idxal edilən bütün malları əhatə edir.

On October 4, 2021, the President of the Republic of Azerbaijan, Ilham Aliyev signed the “Establishment of the “Araz Valley Economic Zone” Industrial Park” Decree No. 1453. The Decree contemplates the establishment of the “Araz Valley Economic Zone” Industrial Park in the Jabrayil region. The purpose of the Decree is to rehabilitate the liberated areas and ensure the economic development of the Eastern Zangezur Economic Region. 

The initial funding of 500,000 AZN (approximately, USD 294,000) will be provided to the Ministry of Economy to arrange the activities and infrastructure of the Industrial Park. The body responsible for the establishment of the Industrial Park and its operations and development is the Economic Zones Development Agency (“Agency”) of the Ministry of the Economy. 

4 oktyabr 2021-ci il tarixdə Azərbaycan Respublikasının Prezidenti, cənab İlham Əliyev “Araz Vadisi İqtisadi Zonası” Sənaye Parkının yaradılması haqqında 1453 nömrəli Fərman imzalayıb. Fərman Cəbrayıl rayonunda “Araz Vadisi İqtisadi Zonası” Sənaye Parkının yaradılmasını nəzərdə tutur. Fərmanın əsas məqsədi azad edilmiş bölgələri bərpa etmək və Şərqi Zəngəzur İqtisadi Bölgəsinin iqtisadiyyatını inkişaf etməsinə yardım etməkdir.

Sənaye Parkının fəaliyyətinin və infrastrukturunun təşkili üçün İqtisadiyyat Nazirliyinə ilkin olaraq 500 min manat (təxminən 294 min ABŞ dolları) vəsait ayrılacaqdır. Sənaye Parkının yaradılmasına, onun fəaliyyətinə və inkişafına cavabdeh qurum İqtisadiyyat Nazirliyinin İqtisadi Zonaların İnkişafı Agentliyi (“Agentlik”) olacaq.
